Open a new 16 million color image, white background
Put a big, fat text down...must be black

Choose Image, Special Filters, Emboss from the menu bar

Select Image, Special Filters, Add Noise. 80% Uniform Noise.

Select Image, Deformations, motion Blur. 180 Degrees, 5 Intensity

On the menu bar select Colors, Colorize. Hue: 15, Saturation: 95

Select Image/Special Effects/Drop Shadow to add a drop shadow.
