Create a 16 million bit image, white foreground and white background.
Place text in the middle of the image.
Press Shift + V to select frame and text.

Choose and Apply Chisel, size = 20 transparent option checked.

Choose and Apply CutOut,
Vertical and Horizontal = -3,
Blur = 9,
opacity = 255,
No interior color, Shadow is Black.

Solarize Image, Threshold = 20

Choose a light color for the foreground. Apply Hot Wax
Press Shift + V to select text only

Apply Hot Wax again in the same colour used before.
