1) Open an image, 16 million colors, black background.
2) Select a color that you want the glow to be as the forground color.
I used the bright green.
3) Type some text.
4) De-select it. Go to Image/Special Filters/Dilate. If this makes the
text thinner, undo it and go to erode.
5) Go to Image/Normal Filters/Blur More
6) Now select a different foreground color. I used a darker red. It
works best to use a light colored glow with darker text.
7) Type the text again exactly the same, just with the different color.
8) Place the text in the center of the glow, and you have a neon glow.
